What We Do | Drive sustained impact
Working in partnership to achieve transformational change.
Drive Sustained Impact
VillageReach works with governments and the private sector to drive sustained impact at scale. We recognize that merely developing solutions is not sufficient; we need to see those changes sustained. Even proven solutions have failed to develop and scale in a way that allows governments to embrace, afford and manage the solutions.
Transitioning Well Initiative
To achieve this work, VillageReach launched the Transitioning Well initiative in 2019. It guides our approach to transitioning VillageReach solutions and engages stakeholders because we cannot drive sustained impact alone.
Implementation and Evaluation Guidance
- Solution Description
- Solution Toolkit
- Solution Costing Guideline
- Transition Strategy
- Transition Readiness Assessment (TRA) Guideline & Tool
- Transition Plan
- Skill Development Plan
- Evaluation & Adaptation Plan
This guideline helps stakeholders identify the core elements needed to operate a solution. It provides instructions on how to define the solution scope and its elements, and how to create and validate the solution description.
This guideline covers instructions for how to create a solution toolkit that ensures all operational staff have the required knowledge for effective solution implementation, including standard operating procedures, reference materials and tools.
This guideline covers instructions on how to define a cost model, and do the actual costing and cost estimating needed to design affordable solutions, identify opportunities for solution cost improvement, develop long-term financing plans, request funding and develop budgets.
This guideline helps solution owners and partners identify and document the goals and vision for transition, aligning the solution team and government or receiving partner around roles and responsibilities, resources, risks and mitigating factors.
The TRA guideline helps stakeholders understand when and how to assess the readiness of a solution to transition using the TRA tool. The tool provides a detailed description of the seven critical dimensions outlined in the transition to government framework.
This guideline aids stakeholders to develop, update and maintain a Transition Plan. It includes required actions and associated timelines to address any issues identified through the TRA.
This guideline helps stakeholders design a plan that develops or enhances the necessary skills for the entity managing or operating the solution post transition. This plan assumes that with the right skills, solution impact and fidelity can be maintained.
This guideline provides stakeholders with direction on how to monitor solution key performance indicators throughout a transition, as well as how to evaluate solution fidelity and impact post transition.
Transitioning Well Resources
Solution Amplification
Transitioning solutions to other partners and embedding them into the public sector requires a mindset shift for funders, government, non-governmental organizations (NGOs) and other partners. We collaborate with stakeholders to learn from their experiences with transition, as well as to amplify key messages from our Transitioning Well initiative.

Radical collaboration with the private sector
The private sector can play a critical role in transforming health care delivery. In an effort to radically collaborate with the private sector to drive sustained impact at scale, we help to build strong public-private collaborations, which ultimately allows private sector innovations and expertise to fill gaps in the public health systems.
