Family Planning Supply Chain Strengthening in Côte d’Ivoire
The Family Planning Supply Chain Strengthening program is a four-year initiative launched in November 2024. It focuses on improving the availability and accessibility of family planning (FP) products and services throughout Côte d’Ivoire. Working across 56 health districts that include 2,072 public health facilities—representing 56% of the country’s total—the program reaches over 5.4 million women of reproductive age and directly supports the government’s “Gratuité” initiative by tackling ongoing supply chain issues.

Reliable access to FP products is critical for improving health outcomes and empowering women to take control of their health. In Côte d’Ivoire, despite the bold step toward free FP services, many health facilities still struggle with:
- Frequent Stockouts: Inconsistent supply of FP products, particularly in hard-to-reach areas.
- Data Gaps: Limited visibility into product flows and inventory levels.
- Financial Constraints: Insufficient resources to maintain an effective supply chain.
This program seeks to address these challenges by transforming the supply chain to ensure that FP services reach those who need them most.

How It Works
The program strengthens every link in the FP supply chain through a three-pronged approach:
- Optimized Product Availability

- Assessment & Mapping: Conducting an in-depth review of product, information and financial flows to identify inefficiencies.
- Improved Storage & Distribution: Upgrading storage conditions and refining inventory management and distribution processes to reduce stockouts.
- Workforce Development: Enhancing the capacity of health workers and community health workers (CHWs) through targeted training and supportive supervision.
2. Digital Integration & Data Visibility
- Enhanced Data Systems: Scaling up the use of mSupply to improve forecasting, data quality and real-time monitoring of FP product availability.
- Informed Decision-Making: Utilizing robust SC information systems to guide continuous improvement and rapid response to emerging needs.
3. Sustainability & Financing
- Long-Term Planning: Developing a sustainable financing strategy and transition plan to ensure ongoing support for FP services beyond the project’s timeline.
- Cost-Benefit Analysis: Generating evidence through rigorous cost and benefit assessments to inform future supply chain investments.
